Health Level Seven International is one of several American National Standards Institute (ANSI) -accredited Standards Developing Organizations (SDOs) operating in the health-care arena.
HL7 provides standards for interoperability that improve care delivery, optimize work-flow, reduce ambiguity and enhance knowledge transfer among all of our stakeholders, including health-care providers, government agencies, the vendor community, fellow SDOs and patients.
HL7 Luxembourg is an affiliate of HL7 international.
The bylaws of the association defines the purpose and means of the Association:
The Association supports ongoing connectivity trends in medical informatics on the basis of HL7 and similar international standards. It organizes training sessions and further education events, publishes information leaflets and promotes similar measures that serve its purpose. These standards will be adapted to the current situation in the Luxembourg health-care sector. In this context, the Association promotes interoperability by standard compliant solutions.
The Association coordinates the interests of the Luxembourg HL7 users, maintains contacts to HL7 groups in other countries, to scientific organizations and other actors in the area of health-care informatics.
At the end of 2012 we are faced with two major aspects:
1. The IP regulation of HL7 international will be modified for 2013. Access will be open without paying membership fees. This is very good for the standards, but questionable for the future need of an asbl that offers this access as exclusive right to its members.
2. The Agence eSanté has overtaken the leadership for the eHealth sector. This is as well very good. And now is the right time to verify which of the initial perspectives of the HL7 asbl will be useful for the main stakeholder in future, and which will not.
Arrived at that point the next General Assembly in March/April 2013 must decide about the future direction of the asbl. Therefore the Board will prepare some scenarios as examples. Every Member is asked to contribute to this process with reflection and ideas, now or during the General Assembly. Currently the Board will not collect membership fees for 2013 for existing members. New members in 2013 should eventually be asked for an admission fee, instead. As this change is subject of a General Assembly decision, the Board can not accept new members before the decision of the General Assembly.
A few months ago, HL7 Luxembourg had the pleasure to welcome the Agence eSanté as a new member. The Agence eSanté plays a very active role in our association as it drives the implementation of the eSanté platform for Luxembourg. So the membership of the Agence eSanté is a very positive signal for the sector. Additional to this, the Agence has already initiated the “commission consultative Interopérabilité”, headed by René Krippes, and has designed HL7 Luxembourg as a permanent member of the commission.
After setting up this close collaboration, i.e., HL7 is member of the commission, and the Agence eSanté is member of HL7, now one of the first thematically tasks of the Agence eSanté is a general work on CDA models. Starting point will be the CDA header definition which should be as generic as possible to cover any type of document. Other topics of interests in the short run are antibiogramms, other coding lab analysis with LOINC, presentation of lab analysis results, radiology reports, medical summary, etc.
Most of our members are involved in at least one of the listed domains, and you or your colleagues are dedicated experts within that domain. The needs of the Agence eSanté are completely conform with the aims of HL7 Luxembourg: bringing the people together to work on a common solution for topics that are of common interest in Luxembourg. The frame for this are working groups and maybe technical commitees, combined with the international link to existing workgroups in other HL7 country affiliations.
